Unfortunatley the only salt water diving is either on the Oregon Coast (about 1.5 hrs drive) I hear very rough I have never tried it, or drive the 2.5 hrs north to the sound.
I have dove one of the local rivers (Molton Falls park in SW Washington) I imagine the vis is pretty bad with all the rain we have had not to mention the currents.
One of the LDS should have a boat dive aranged up in Puget Sound around the end of the month.
 
Lived in Portland 7 years.....head north young man!!! The diving for the most part is about 2.5 hours north, puget sound. There is some diving on the Oregon coast, but there is MUCH diving just north. Any local dive shop in Portland can line you out.
 
I totally agree with Gdog. I lived in Portland for 8 yrs and didn't want to leave but the one consolation I had was better access to good diving locations. Head north for a dive, it's worth it.
