What about the quarry at Eugene? As long as you're a customer of the LDS there or Columbia Scuba you're good to go, and it's in your back yard so to speak. Scuba Adventure is the name of the LDS in JC.
 
It is a state park I believe so you should be able to google to find out if there is a marina... hang on...

Ok, back now. http://www.mostateparks.com/pommedeterre.htm It doesn't look like there are any services provided by the marina but there might be some near by shops I don't know of. You and I both know of a guy who will rent you two tanks for the day for very very reasonable prices, assuming tanks are all you need.

Never dove there. so I don't know if there is anything of interest in particular but there has to be something down there.
