Through the STA and through the plate or just through the plate not the STA with the STA inside?
On a conventional doubles plate:
If you are using doubles, use regular nuts with lock washers or nylocks with flat washers and torque/ tighten snug the nuts with an end wrench or socket.
For a conventional doubles plate with a single tank: If you must use a STA and are running the cam bands through the STA use regular nuts with lock washers or nylocks with flat washers and torque/tighten snug with an end wrench or socket.
If using an STA and the slots in the plate line up with the slots in the wing, and for some reason you want to use the STA as a wobble control device or as a spacer to get the tank further away from your back, then run the cam bands through the plate and skip running them through the STA. The wing will be under the STA. It’s an added measure of insurance.
