The Royal Haciendas, is north of PDC and your best bet for getting to a shop will be a taxi. The local mass transit are vans called Collectivos and stop on the main highway (307). It may be a bit of a walk to get from RH to 307 for you to use the Collectivos. Ask the desk if they have a shuttle that drops/picks up guests in PDC.
Regarding cenotes, some are easy dives and others are more confined. Do your ocean diving first and ask the DM if your skills and up to diving the cenotes.
