I would recommend Boracay as well. It is probably as close to aquarium diving as you can get. Nice easy dives with plenty to see. There is some more challenging dive sites on the edges of the island as well if your wife wants something more.
There is no way I would dive Puerto Galera if I was anything but one hundred percent. The currents there are intense there at times and a little unpredictable.
