If you are talking about diving Pearl Harbor proper and the ships that are sunk there, it's an OVERWHELMING no! They are war graves and under the control of the National Parks Service.

Not so much a no because they're war graves, people dive wrecks in open water all the time classed as that. It's because of what diversteve linked/ mentioned. It's an active military base, you'd be trespassing and federally prosecuted in a very severe manner. Off limits to civvys, sadly.
 
A special park permit is issued to certain people who dive there. Obtaining one is very difficult if you do not work for a special foundation or the park.
 
The best chance you have of diving Pearl is joining the Navy and becoming a Navy diver. If so, then you could would even have a chance of being chosen for the honor of returning one of the last few survivors of the Arizona or Utah back to their ships.
 
And I guess you can't even throw Money at diving there. Someone tole me that Tiger Woods (loves diving) wanted to dive there, but could not get the permit.
 
Just standing on the Arizona's Memorial and reading my Great Uncle's name was all the emotions that I could withstand; I could not even fathom diving there.

Of course he loves diving, he keeps getting rejected from the SEALs and his Navy applications. Dude needs to get his kicks in some how :p
