Just my personal experience - I wasn't particularly impressed by Fiji or Palau. Raja Ampat is still on my list. But given that the OP specifically mentions macro, the only place I'd really recommend above PNG would be Lembeh in Indonesia. While I would recommend Lembeh over PNG for macro, it's only marginally cheaper. The benefit of going to PNG over Lembeh in my opinion is the non-diving cultural stuff.
 
Id rate Milne Bay for muck above Lembeh for various reasons - number of divers in the water far fewer, water much less polluted and viz way better.

Inneresting...I was tossing up where to go for Christmas, and a return to Lembeh was on the list. But maybe it's worth checking out Tawali instead :) Cheaper than KBR!
 
Lembeh is also on the cards, but we're exploring a few options. :)
