sorry for all the questions but this just is really fasinating um is their a size limit and have u ever seen ne on the keys? wat about a license haha same as a regular lobster license cause if so im going to look next year

They aren't named because they aren't regulated. There is no limits on the bag amount, size or time of the year when they can be harversted.

One thing I'd like to point out is that even if I haven't seen a written prohibition about harvesting an egg-bearing female shovelnose (or some other species for that matter) I would let them be, not just based on my personal ideas but as a practical matter. If you get stopped by any law engorcement and they see egg-bearing creatures, I'm sure they'll take time from they busy schedule to mess with your day.
