Will be in Palau in March for 11 days and will be diving for 7 or so and am looking for recommendations for dive shops. I've gone with Sam's and thought they were great but wondering if I should consider any others. I'm travelling with my brother and he'll need a refresher if that impacts your suggestions in any way.

Sam's is very good...

The one advantage they offer is because they have the most boats, they usually offer the most choices of dive sites on any given day.

It sounds like you are already set to do land-based... the advantange of a liveaboard in Palau is the hours they save in getting back and forth to the best dive sites (can save up to 2+ hours a day, while also allowing to repeat some of the best sites on the same day).

Thanks so much for your reply. Makes sense about the liveaboard but yes land-based.
 
You already know Sam's. Fish 'n Fins has a lot of boats and is always fun. Cruise Control and Blue Marlin are smaller, but offer very good service. As far as I know, all the dive shops offer refreshers. I've definitely met people who did refreshers at Sam's, Fish 'n Fins, and Cruise Control.

I was in Palau in 2017 and went with Sam's and they seemed to have more westerners. While getting over jetlag and before we dove, we did a snorkeling trip with Fish n Fins and there were many asian folks on that. Others that have been there more recently may have different information.
 
I'm not going to be much help. Last time I dove Palau was in 1981 with Francis Toribiong at Fish 'N Fins. 😁 Awesome dives, including one to a wreck at 220' on a single steel '72. We did stuff different back then.😎
