Palau is great but liveaboard is the only way to go in my opinion.
But liveaboard would be the only way to go everywhere.
And after seeing the Storyboard resort, I wouldn't recommend it. It's great for proximity to Peleliu dive sites since it's on the island, but it's very hot on land, with a reef creating a relatively stagnant lagoon outside so no snorkeling to cool off. Fine for a couple days for more access to Peleliu diving which is some of the most exciting of the area but not for a dream vacation.
