Really? That's pretty cool. So how do these distinctive specialties get created? Does a course director just come up with something? Is there a list of all these distinctive courses?

Any Padi Instructor can design/create any course, It just has to be approved by padi! Theres anything from six gill shark, turtle, shark, shark feeding, lionfish hunting, And underwater fashion modeling. In fact there is a lake here in alberta that has beavers in it and were working on a "Beaver Diver Course" What you'd have to do is when you call to book a trip ask the shop what they teach!
 
there is a form you fill out with requirments you have to meet then its sent to one guy at padi to go over it he tells you what you need to change then you send it back in and if he approves it then you have to pay your padi fee to become an instructor in it.
 
An Instructor creates an outline with knowledge sessions , required dives, prerequisites and any other subject matter they feel is needed. They then submit it to the agency for review and approval. If they do not like something they kick it back and you 'tweak' it a bit and soon enough it is approved.

Ever heard of the PADI Saltstraumen Maelstrom diver course?
That's how specific the specialties might get. Its actually a course provided at only one location in the world - Saltstraumen in northern Norway, which is the worlds strongest tidal current.

There's a lot of specialties out there which is quite narrow in scope and thus isn't advertised by PADI like the "normal" specialties.
 
It's been a long time since I was there, but 15 years ago or so, there was a dive shop in Beaver Creek Colorado called Beaver Divers . . . just up the road a tad from Vail, high in the Rocky Mountains . . .

Yes there is a course.
Thresher Shark Divers on Malapasqua Philippines offers a course called Thresher Shark Diver which is listed PADI Specialty Course.
According to their web site the The PADI Thresher Shark Diver Specialty Course has been written by TSD staff and is exclusive to their customers. It is a PADI sanctioned course, written in conjunction with their educational consultants, but TSD is the only dive shop where you can do this particular course.
The course consists of two classroom sessions and two dives.
