Assuming SPG is included as well as the wing (you did not specifically mention). Also assuming that the regs have the cold water kit - can't see selling anything else there LOL. Is that taxes in?

Sounds reasonable. By the time you ordered something over the interwebs, particularly from the US and paid the UPS gouge you would be unlikely to get it cheaper. We did come in a bit less, but my brother lived in PA and carried it up for us. Saved taxes, shipping AND the UPS cross border gouge.

Just for comparison, Diverightinscuba has 3 BP/w packages for $400 +/- and the HOG reg set for $500. So that quote is on the money.

Deep See Supply comes in at around that as well, but does offer a little more customizing options if you are way out of the norm for sizing.

If I can make some wing suggestions, lift between 25-40 lbs (wet or drysuit?) and "donut" style (far better air movement than the older horseshoe style.

If you can get HOG regs serviced at your local shop that's a deal maker, if not, see what else they offer.
 
Having just made that purchase, you're about right. Hog SS backplate, continuous harness, cold water HOG 1st, two identical HOG 2nds, long primary, yellow cover for primary (I know, old habits), SPG & depth, SS snaps for the SPG/Depth and primary, bungee for secondary, bag for the regs. i'm looking to buy my first new set up. I was leaning towards a Zeagle Ranger, cuz my instructor had recommended it as a great cross over for rec to tec. diving with doubles is still a little ways away, but i dont want to have to buy another setup. Then i was told to get right into a harness/backplate setup, and had a HOG harness, plate, regs setup recommended by one of the local dive shops.
My first BCD (11 years ago) was Ranger. Great unit, got good use out of it, still have it, and recently dove it for the first time in quite a while. I really like Zeagle products, and the company - they stand behind their gear.

Having said that, my individual recommendation would be go BP/W from the start. The Ranger is not an optimal rig for doubles diving, either backmount or sidemount, although I have seen people do both with a Ranger. I bought a BP/W about a year after I bought my Ranger, and switched to it almost exclusively. That is not a negative comments about the Ranger, only a statement about my individual preference for a BP.

Rest assured, starting with a BP/W will not be 'getting to tech, too fast'. A BP/W is NOT exclusively a tech rig - it is a BCD which has the versatility of supporting comfortable recreational diving, and serious technical diving.

Also a personal recommendation - I would not pursue integrated weights, nor padding. You can use a weight belt and trim weights positioned at various places to provide good buoyancy and trim. A BP is actually quite comfortable in the water without either a backpad or shoulders pads, as long as you have some type of exposure suit (even a 1 mm wetsuit). Given your location, I don't suspect you plan to dive in a t-shirt and shorts.

I had a Zeagle ranger and while it is a good BC, after getting a Express Tech then a BP/W I will never go back.
 
I think the Ranger is a very solid choice (I love mine), I think the kicker is that later on you could just buy a backplate and use the wing from the Ranger. So your not really buying two separate rigs your just changing one up a little. So you can get a start with tec with and transform it as you progress and still keep the costs down a bit.

You will probably wind up buying another setup because double wings are wider than single wings and do not work well with single tank diving. At a minimum you will need a new wing but most go with a new setup as a new plate and harness are a bit over $100 and it is a pain to re-configure the system.
