All the gas in both tanks is accessible, they've just lost the back-up of a second regulator.
 
Correct, dumb mistake on my part. So it's just an emergency factor that is give up.
 
The manifold connects both tanks together below the shutoff valves. The tank valves are there to shut off air to the atmosphere.. such as filling or using a regulator. If you have both tank valves closed and attempt to remove the valve stem of the the center valve, or unscrew the valve connections, you will get air flow from the tanks.

Correct. They no longer have the redundancy of a separate first stage and second stage, but they do have double the gas and can make longer dives.

It's not something I would do, but it also isn't the worst thing I have ever seen...I wouldn't even put it in the "dumb" category.
