Very nice, did you have to get permission from the harbourmaster to dive there?

Technically (at least for commercial diving operations), you have to notify the Harbour Master when diving anywhere in Victoria Harbour. Since the harbour extends all the way to Albert Head, you have to call the Harbourmaster before doing a dive at the breakwater or Saxe Point for example. I don't know any recreational divers that do. One grey area is that the water around the docks is privately "owned" by water leases, so whoever own the lease could tell you to bugger off.
