Can someone explain why Jupiter DC requires all tanks to be o2 cleaned in order to fill with any mixture of nitrox over 23%. I called and asked the store directly and was told it was an OSHA regulation. I was under the impression that OSHA and DOT standard was anything over 40% required O2 cleaning. My understanding is that JDC banks nitrox (not partial pressure blending).
 
They probably do partial pressure fills. IE fill it with 500 PSi of pure O2 then air resulting in a final % of what you desired. Putting that 100% O2 in requires the O2 cleaning.
 
If they bank nitrox what do they bank?
