O-ring comes installed in new Canon DC22 housing?

I recently received a new in box DC22 Canon Housing for an SD100. I was curious if they are normally shipped with the o-ring installed. The box appeared sealed but it would seem to make sense that it shouldbe installed by the user before deployment so as not to compress the o-ring during shipment and awaiting deployment.

Perhaps I got a unit that was returned? Seems to be in good condition though I would think that some-people actually remove the o-ring during storage.

Any comments or inputs would be most welcome.

Also, anyone have any experience with this Canon and Housing sets up?
