The new proposals would end the old whaling system which had so many loopholes that it was worthless.

The new whaling system would have quotas by which Japan, Norway, etc would abide for sustainable catch rates for mostly non-endangered whales.

I am with Obama on this one. Everyone who loves whales should support the new IWC proposals as it would reign in the unregulated whaling that is going on already.

If you think every whale is sacred, you won't be happy. However, the rules are better than the old rules.
 
Interesting note from the WWF (World Wildlife Federation). The cetaceans (whale, dolphins, porpoises) that are facing the greatest threats are the lesser known smaller whales, dolphins, and porpoises that never get any attention from the media. Here are the links, and PDF file from the WWF.

Obama is not keeping his promise. His International Whaling Commission (IWC) delegates are currently backing a plan that would legitimize commercial whaling for the first time in over 20 years. And time is running out to stop them.
