I mean fake stickers, but it would get to out of control.

It's not the stickers that are fake, but the inspections. Since there is no legal or industry-wide definition of what consitutes a visual, or who is qualified to give them - the whole visual started out as a quick common-sense peek inside a tank to make sure there were no gross defects, meaning mostly rust in those days - there is no such thing as a legal or official sticker. There are plenty of generic stickers available, and if you go to DEMA you can even scoop up handfuls of sample stickers with the name of the sticker company instead of a dive shop. While some dive shops will not accept generic stickers, many more won't accept stickers from shops they don't like. So there really isn't any such animal as a fake sticker.

Interesting...I have a blender cert, the guy that runs a LDS won't accept my visual stickers, but he is not a blender tech and charges for O2 cleaning(which he is not certed) and a visual inspection(which he is).

If you put pure 02 into a non-clean tank is there not a chance that it can combust just inside the tank and create high c02 that could kill the diver at deep death even though it did not explode the tank?

This topic is one that could go in many directions. When opening the store there was a decision to make regarding offering nitrox and how we were going to do it. With the lack of a standard for what constitutes o2 cleaning and the training for which one needs to perform it, there could never be guarantee to the LDS that a tank is in fact o2 cleaned. Lets say, you o2 clean a bottle for a customer and send them on their way to dive, there is absolutely nothing that guarantees that bottle is not refilled and contaminated somewhere else and brought back to you to pp fill again. For this reason we went with a membrane system which can produce the same quality of nitrox as a pp system without the need for handling of pure o2, and eliminating the o2 cleaning concerns for both the diver and store.
The limitation we have with the membrane system is simply that you would be limited to a <= 40% mix, but then again the common mix requested is 32 - 36% which is quite easily achieved. For mixes greater than 40%, then we require the o2 cleaning and a sound working relationship with the customer, afterall its the fill station attendant that suffers a poor decision made by a diver with an o2 cleaned cylinder.
