My understanding is that sinuses either develop or become air-filled, (depending on which type) after birth.
Sinuses develop as tiny outpouchings of the nasal airway - at birth, they are quite small and they grow over the years. Like all spaces that eventually become gas filled, they are filled with fluid in a fetus. No gas enters a fetus until delivery and the first breath.
