So I was swapping lies stories with a local dive operator and he told me that night diving in Spain is gantz verboten. . . No immediate plans to dive in Spain anytime soon, but strange none-the-less.

Not true. Night diving is not forbidden in Spain. However, you every scuba diver has to have dive insurance, and it is recommended that prior to do any night diving, if the place is a "sensitive area" for illegal inmigration or drugs traffic, the local police authority get some notice ahead of time.

Is this not the case for diving in general in Spain?

Yes, it is. I stressed that because when doing night dives there are more chances that divers are required to show their documentation.
