Which camera - you didn't list anything. Like many of the folks in this thread have already stated, there are several options. I like the statement about Fast, Cheap, & Good - choose two.

In that vein, one thing to keep in mind is 'universal housings' have the advantage of adapting to any camera - so when you upgrade your camera (say SD to HD) - you don't have to spend more money on a new housing. While there are certainly drawbacks to this approach (like lack on controls while underwater), it can certainly be a less expensive option to a 'specific' housing.

You want low cost? Check out the DIY forum for plans to make your own housing. I did, and it worked great.

Now, you want something GOOD? You gotta spend the bucks.

As with almost everything in life, you have 3 options; Fast, Cheap, and Good. You can pick only 2.

How do I find the forum for making a housing? I did a search and got a zillion hits.
 
A system I use due to its simple operation and low cost housing is a the Cisco Flip HD camera in a ikelite housing. Housing is $350 the camera can be bought for $150 bucks. The wide angle lens is $250. The lens can be added on later but for murky waters it makes it much easier to get the divers in the frame since I can be closer to them. It works very well and shoots 720P 30frames video. However if you going to be using it at night, dusk, or in dark waters you will want to invest in ikelite's lighting. I use this system on the video show/podcast I work on called Talking Scuba. You can watch the show and see the quality of the video.
