new seals to tight

Hi Guys

I recently got the neck seal on my drysuit replaced, but it is to long and to tight for my neck. What is the best way to size it again.

Is it neo or latex?

If neo, stretch it over your tank and leave it for the night.

If its latex, have someone help you cut one ring at a time until you feel that its right.
