Just purchase a Scout. Are their "weight bags" available for the rear system so if dropped in "training" they are easier to recover.
 
Zeagle sells mesh weight pockets designed for their integrated BC's like the Ranger. They should work for what you need. Also you can get some XS Scuba weight pockets that will fit on your 2" nylon straps that will move some of your weights from your back to the front of the BC.

The weight removal and replacement is one of the biggest failing of the Scout.

There are no weight pouches made for the Scout, and generally they wouldn't be required as they are only considered trim weights.

If you are doing training that requires dumping weights, I would probably just put on weight belt with the Scout.
