this is why some of us are now "solo divers with partners". I think our point was just made.

Directing the comments at the agencies comes from the perspective that they are responsible for lowering the bar of skills for the diver

OEX2, this is not a "skill set" problem. This is a "a few fries short of a happy meal problem". No agency is responsible, not even PADI.
