I would base the wing requirements on the buoyancy of the diver's exposure suit, and the volume of the cylinders to be used. It appears our OP currently does not posses either of these elements.
I'm fully aware that the OP currently owns a wing, an inappropriate wing IMO. That's why I suggested.

I cannot imagine that you would turn down an order from him for a customized backplate, threaded with webbing, and fixed with 4 D-rings, a belt buckle, and 6 keepers. After all, business is business.
Anyway, that is what I believe he should do next, now that he has his wing, good or bad.
