Need some quick ideas on short notice trip

I second Malapascua. Many ex pats and Singaporeans come here for long weekends of diving with resorts like Evolution Diving. As the flight from Sing arrives in Cebu at 4am you can get a private transfer to the island by about 7am, have breakfast and join the 930 dive. Typhoons are not a problem in Malapascua as November is generally not a typhoon month and Malapascua is surrounded by larger island.

Maybe on next trip ... thanks for suggestion.
Now set up for Similans and Richlieu Rock ... on a 4 day 4 night Livaboard .... will fly into Phuket and be picked up at airport, saving hotel & hassle.
