The following picture was taken at one of the bridge spans in Panama City. Can anyone help me identify this? Thanks in advance.

The white mass is likely a white condominium tunicate, although only lab examination could say for sure.

It looks like White Condominium Tunicate.During the larval stage of the tunicate life cycle, the animal actually has a simple spinal column, eatsplankton, organic matter.
Check www.reefs.org, they may have more details on this.
