Well, those people mentioned above are more newcomers in Bali than really a long established operation (two years ago they were settled in Lembeh... and didn't impress me much btw)
 
3 Nights in Nusa Lembongan and 3 nights in Tulamben is adequate for us. I can easily change the number of dives we do daily, that is not set in stone. I will use the remaining few days to check out Bali topside. How I do that is what I will plan next.
 
Tulamben and Nusa Lembongan are two of my haunts in Bali. Pandang Bai is good but not in the same league as Tulamben or Lembongan. Also as someone mentioned you can travel don't as you will regret it. The best diving at Tulamben is done around 7am and dusk. It gets packed through the day whish is what you will be doing if you are not staying in Tulamben.

Tulamben: Have a look at Matahari Dive Resort or Paradise. Not as upmarket as Liberty but you are in the middle of the dive sites. Coral Garden is right out the front and I mean walk down the steps grab the rope and walk out. The wreck and drop off are 200 meters either way. Saves walking and the dive shop is good. Also coral garden is really good even at really shallow depths so good for a snorkel between dives.

Lembongan: I use World Dive as the dive centre. They are the most professional and have the best boats by far. I stayed at Pondok Jenggala which is a walk down the lane to the dive centre. An ok place, 3 star god places to eat close by.
 
All these dive sites are very different. Hard to say one is best. Then again I've never been a friend of superlatives...
Tepekong or Mimpang, close to Padang Bai, are still my favorites in Bali on a good day. You can see everything you can see in Tulamben and North Nusa Penida, and some more!
