My Dh Just Started Taking Diving Lessons And When He Was Washing His Gear Off, The DUST COVER On The Regulator Was Not In. It Was Submerged In Water For About 20 Minutes. What Should We Do, The Equipment Is Property Of The Diving Instructor.

And learn the lesson. If you're lucky the instructor won't charge you for it. If I were you I would offer to pay for servicing.
 
May I suggest that you contact the diving instructor and offer to take it to a shop that services regulators, and not just show up for your next class with it. As an instructor it can be very frustrating to have students show up with gear that may/may not work for them when I haven't been notified in advance. If I have been notified then I just bring along an extra piece of rental equipment and it's no problem.

We would charge around $30-$40 to disassemble the regulator first stage, clean it up if it needs it, dry it out, re-lube it if appropriate, and re-assemble it.

DO NOT DUE THIS!!! If water has gotten into the reg, when you air it back up - you will blow it down all the lines including the HP line - which will destroy the pressure gauge. Before hooking it up to a tank - remove the HP Hose, then hook up and turn on the air for a few minutes. And purge the reg also.
 
Thanks everyone. I called and told them the situation, and they said they would repair it this weekend before his last dive. They also said they wouldn't charge a maintenace fee. I was shocked. I hope he learned his lesson. I have been diving since i was 12, i told him i would help him and show him, and he went and did it anyway. I hope he's not going to be like that in the water. Anyway, thanks for the help.

If you have a flooded reg in future,

take off the hoses and then put it on a tank.

Open the tank carefully and blow the water out. If you do it with the hoses on, you will cause problems, particularly with the pressure gauge, which could go rusty inside.
