No Limit Divers do daily dives in Samae San area, but don't expect much in the way of colorful reefs. There is some decent macro, but you (or your guide) have to really know where to look.
Sounds bad. Even the far islands and wrecks? No big fish?
 
Let me put it this way...I've lived in Pattaya for twenty years and am a Divemaster with 1200+ dives, less than 50 of them have been in Pattaya (and the Eastern Seaboard of Thailand).

I thought the Royal Thai Navy sank a few ships for diving / fishing near Pattaya?
 
There's 2 purposedly sank navy ship in "Pattaya" vicinity. However, visibility around Pattaya aren't great.
I dived a lot in Pattaya in my early days of diving ('96 - early 2000) but have not take any dive in that area recently. Don't expect any big fish, the area is highly overfished and too much tourism disturbance.


The 2 wrecks mentioned by @Centrals are far out from Pattaya, especially the first one he mentioned.
