I just got an FE 360 and pt-044 case. I have little experience in photography as a whole and have only shot underwater on a few trips. I just got this camera this week and have not had the chance to try it out yet. Still haven't ordered a strobe for it yet. Any recomendations? Low price is a must. I've read some reviews on the Fantasea Remora and it seems fairly affordable.

Consider something used?
I particularly like the YS-90 Auto strobes with the Oly compact cameras. You can probably pick one up around $250 and you can have ALL options from manual to Auto (and will sync with pre-flash). Good coverage (so you can add that VERY NECESSARY wide angle converter lens) and more than decent power (GN22) to do most photography.
