Need a BC for someone who is about 6' 4", 180 pounds, with a 38 chest and about a 28 inch waist? All the brands I've found are tall enough but too big around or not tall enough if they're skinny enough.

A commentary on our new, larger society I guess.

Anyone have any hidden gems I can check out?

At that height, look at the DSS line, possibly a long plate. The continuous webbing is set to individual dimensions. For example, I'm 6'-7", 46" chest & 36" waist. No conventional jacket fit me correctly.
 
deep sea supply long backplate is the absolute best choice. Call Tobin. He will ask where you are diving, what thickness wetsuit, what tanks, etc etc to advise whether to go stainless steel or kydex, and the appropriate wing. My normal suggestion is to go SS and LCD30 wing as the generic best option for most diving
 
you should stop reading right now and get a back plate wing.

I'm just afraid that it might be overkill for a newly certified diver who says he wants a jacket style BCD?

I bought my BP/W during my certification. Honestly so much more comfortable. Plus you can customize.

I'm curious, what makes you feel that? It is a piece of scuba gear in its simplest form. Actually, quite the opposite of overkill..... please explain.

I've been certified for approaching 30 years. Spent the first 20+ in numerous ill-fitting buoyancy devices, because that is what was available. Finding something that fit properly was really pleasant. My wife, who is purely a recreational diver also recently switched to one, and really likes the whole experience. My daughter will certify in one when the time comes...
