can nyone tell me about NC rules and regulations on artifact removal
 
If it's offshore, not a protected site, and no one is claiming salvage rights, you're free to remove artifacts.
 
We all would like to have a remembrance of our dive, but think it over. If everybody took something from a wreck, there would be nothing left to look at.

Scroll to the bottom of this page and look at the posts on the Salvage Laws thread. It has a link to the abandonded shipwreck laws. Consider taking a wreck diving class as well, the subject matter is covered in the class.
