Exactly, there is no contradiction.
The oldest and wider scuba organization in Italy is FIPSAS, which stands for Federazione Italiana Pesca Sportiva e Attività Subacquee.
"Pesca" means fishing, this is the organization dealing with any form of sport fishing.
Underwater activities were born as spearfishing, and only later evolved in other activities, more environmental friendly.
But it would be wrong to negate our origins, and sport fishing can be an activity perfectly sustainable, if practised with proper rules.
For example, here spearfishing can be done only in freediving, it is forbidden to spearfish using any kind of underwater breathing system, either tethered or autonomous.
