True...but steroids in nasal passages do get absorbed into blood stream and also drain into throat....bottom line is that in these small amounts MAY NOT make a difference.....just my opinion Like Flonase they are still corticosteroids...Topical steroids aren't the same as the ones you ingest.

To be clear I am not a proponent of using any steroid, for a variety of reasons, but the physician that removed a polyp blocking my right front sinus said that the amount of steroid in for example Flonase was very small...again, I do not use Flonase and only use irrigation and then only sparingly....not all mucus in nasal passages should be removed as well as the cillia...anyway...to each their own...your body your choice....How do you know that it’s a small amount? This is off-label for topical budesonide but if your ENT prescribed it and gave you specific dosing instructions for a particular indication then I would defer to him or her. Blanket advice to do this isn't clinically appropriate. It's not available OTC so it would be difficult for someone to do anyway.
