Mystery of rust powder in tank that's not rusty

My regulator had rust dust in the screen, hoses and everywhere else, and so did my BC, requiring them to get rebuilt a little early. The shop said my tank needed a tumble and a hydro. I took it to another shop that takes care of my tanks and they did a visual on the tank. They found about a teaspoon of powdered rust in the tank, but the tank was not rusty! They suspect I got it from a air fill. I've been using this shop for years for air fills, but spent a few days in Monterey a couple of months ago. That is where they think I got the rust from. Anyone else have this happen to them? I don't want to point fingers because I used all three shops in Monterey to get air fills. (I live in San Jose so normally I just go for the day and fill locally.) I checked the powder with a magnet; it's all rust.:idk:
 
Shop air lines is the likely culprit. Possibly some crust in the cascade somewhere.
