It’s a bit odd they were released if they could be charged? Maybe there was no law to charge them?
 
With the limited info given, it's much more likely to be related to drug smuggling than an infrastructure sabotage effort. Most likely an attempt to pick up drugs from a larger vessel whether docked or transiting. Like Diver's body with more than 50kg of cocaine found on Newcastle port riverbank , but thankfully (hopefully?) without any fatalities.
 

- the boat didn’t have any registration marks and they did not have any registration documents for it
- two of the three most likely already left Poland
- before the incident they stayed in the holiday bungalow in a small village
- according to hydrologist, finding amber in that spot is highly unlikely
- only one of them had his identity checked with passport, other two only gave oral statements
- telephone numbers they provided for contact are inactive (one of them has erroneous number of digits)
- despie lack of equipment on the boat, their diving equipment was of good brand and quality, and they also had an underwater drone
- the incident area is close to a critical infrastructure of the port which unloads oil from tankers

There is a suspicion they could have been foreign agents. They are now trying to locate the Spaniard whose passport was checked (the helmsman)

I don't know what model scooter that is, but it looks like a pool toy. Generally you'd want to prioritize battery capacity and motor power (i.e., volume of the unit) over swoopy lines, and that thing looks like operating it is a two-handed affair rather than clipping it off to a D-ring and running it with one or two hands free.

Weird story. If they were doing something else besides being stupid (that seems a given), either they were just planning on looking or whatever package they were picking up/distributing was pretty small. Not much room in the boat and it doesn't seem like they were prepared for heavy lifting.
