That look like someone built a box that has a cubby for the diver radio, enclosed plumbing and all the guages and valve handels monted on the front surface. Pretty slick for DIY.

I really doubt that it is owned by the refinery.

Sorry, not owned by the refinery, owned by the contractor.... and duct tape, lots and lots of duct tape.
A large pile of umbilical were everyone can see it..... it's called setting the stage.
