Very interesting mystery on your hands with the anchor Mark. Be sure to post when you learn more about it. Have you checked Fred Rogers' book? Very cool panoramic shots.
 
The only reference I can find to a wreck in the immediate area is in the UASBC book about Victoria-area wrecks. They mention a schooner in the 1800's that blew ashore in this island group. They found coal on the reefs just around the corner from Strongtide Island. There are probably hundreds of anchors around Victoria that have nothing to do with a wreck. Most of them were probably just snagged on the bottom or lost when the line broke.
