If I were you, I'd stay in Padang Bai or Candidasa. From either town you can easily dive either Crystal Bay or Gili Mimpang, both of these areas see Mola. Plus, in addition to the Mola sites, you'll have more dive sites nearby.
Padang Bai is a port town and Candidasa is a seaside resort town, they are about 30 minutes apart. Choosing 1 over the other depends on what type of accommodations and restaurant options you'd like. You can also have the option of staying in Candidasa and diving with a dive center in P.B.
O.K. (& their hotel) and Gecko are great dive shops in P.B.
