yes, a lot of people stay at Blue Angel and dive with other ops. That is no issue.

however, you will have to get down to the Caletta to meet up with TP, as they are not picking up at BA.

TP will pick you up street side on their way to the Caletta. They just don’t pick up at the dock. They don’t usually pass by BA’s dock on the way to the dive sites.
 
People who stay at SCC pay for the shore diving, which is free to those staying there. You just walk in and grab a tank, go dive. Then you walk in restaurant and sit down and eat. It is part of what we pay for. Outsiders are not welcome as they are not paying. And many people don't even lock their room doors, and leave their stuff sitting all around when going into dive, etc. Outsiders treated like criminals? Yeah, so? Its a private resort. You can't stay somewhere else then come reap the benefits. Get a grip.

Hotel Cozumel: Same shore dive as SCC. $6 for a tank with the Dive Paradise shop on site.
It does not appear to offer much during the day but it comes alive at night with eels, octopus, burr fish, etc...all in less than 20 ft of water. The best $6s I ever spent for night dives.
