Question Missing nut washers on twinset tank bands?

Recenly I bought a set of two cylinders that come as sidemount configuration with tank bands and manifolds un-installed, and some long screws, screw nuts and washers to assemble them into a full isolated manifold twinset. I was advised by other divers to send the cylinder to an accredited local dive shop for assembly, instead of doing it myself following Youtube video, as they said local gas fillers might feel concerned to fill my twinset if its manifold could be damaged during assembly by a non-professional. I'm a regulator technician but not qualified to anything to do with cylinders. Therefore, I sent the twinset to a local dive shop and they constructed it using my components in two weeks.

After collecting it back I however noticed a few issues with the twinset. On the back of the twinset (facing away from the backplate), the two screw nuts on the lower tank band did not have washers between them and the tank band - see picture 2 below for details. Back side of upper tank band seems to be fine (picture 1). On the front side (facing towards the backplate) both upper and lower tank band have washers between the tank band(s) and the screw nuts; however, due to unknown reason (maybe the washer was too big?) the lower tank band's washer seems to be protruding out the spacing between cylinders and was bent (picture 3, lower side).

I've asked a few fellow diver friends and the general advice I got so far was "this is not the best but shouldn't kill me". However, I might soon need to use this twinset in a week's time with some new divers and I don't want the set to blow up underwater and make me like a damn idiot. I also hope to use this twinset for many years under good care before having to sell it to another owner so wish there to be no long-term damage to it in any sense.

May I therefore ask if this twinset band assembly is okay? Shall I quickly send it to a local shop to refit or not?

P.S.: Cylinders are Euro 12L. The valve is a whole set of black-coloured valve from its previous owner and looks like the "Tecline military series" valves based on pictures I found on the internet. Tank bands are also both Teclines.

Go back to the youtube video and buy a couple of nuts and washers. . . Problem solved?

Not having a good nutwasher is bad for hygene. I think they taught that in gym class?
 
Go back to the youtube video and buy a couple of nuts and washers. . . Problem solved?
I will probably do that if needed, have a washer in my hand. I just want to know if missing this washer is really a big problem or not - if it is what’s the point I paid them money to do the job?
