The story mentions a beacon, which I think is referencing an anchored permanent beacon. A Personal Locator Beacon would be a wise choice.

Diver rescued after Bluff search and rescue callout

A diver was rescued as he clung to a beacon after being separated from his boat at Stirling Point in Bluff on Sunday morning.“We received a call around 11am regarding a missing diver,“ Coastguard Bluff said on its social media page.“Without hesitation a crew was assembled from South Port, Bluff and Riverton. The excellent communication and teamwork helped find the diver in poor weather conditions.”

Coastguard Bluff stressed the importance of ”checking weather conditions before heading out and also making sure you can be seen“.

“A dive float is [a] highly visible and buoyant device used by divers to increase safety and provide utility during open water activities like free-diving, spear-fishing, and scuba diving.

“It alerts boaters and other surface vessels to a diver's location and provides a resting point or gear storage.”

Coastguard Bluff co-ordinated the search. Coastguard Riverton and South Port’s pilot boat, Takitimu, also assisted.
