Cold water is not harsher than warm water, what the dive shop was probably referring to is the diving conditions in California being harsher than a typical tropical dive destination. The question is the durability of the BC under such conditions. If you get tossed into rocks will the BC have a hole. A BC should be able to float on the service with a tank attached by itself. You may need to take off the BC in order to board a dive boat.
 
ah, I see. Well, if removing the bc is an issue, I'll have to wear one or two pounds on a weight belt instead. Would suck, but not the worst compromise.

So far, I haven't experienced being tossed into rocks yet but I've only dived in monterey break water and point lobos. But I would keep that in mind.
