Well, I called an LDS. They want $159 for a brand new Al80 filled. And they charge $25/tank for the tank works (hydro, VIP and valve servicing). So if I can get him down to around $80 per tank, it'll still be worth it. Around here anyway.

You're correct. My mistake. That's a law that's enforced in the US.
 
I would offer to pay him about $80 if he'd pay to get a current hydro & vip. I have never understood why someone would pay more for a used tank than they would for new tank. That's what can easily happen with a used tank when you factor in a hydro, vip & valve service. Plus there is always a chance it won't pass hydro. Then you would end up with nothing except an empty wallet.

I have bought a few used tanks, but only if the hydro was less than a year old & a vip with at least 6 months remaining.
