I'm a Fish!
My wife and I are going on a Priness cruise in the Mexican Riviera and we have two choices to choose from for diving.

Cabo San Lucas
Diving the canyons just off the bay (sounds like shore dives)

Puerto Vallarta
Diving the reef (boat dive)

Can anyone tell me from experience?
 
I prefer PV.

Watch the dive op, though. There are a few to stay away from and a few to gravitate toward.

Cabo is good because the trips are short 9:00 TO 1:30 FOR A TWO Tank dive.lots to see on the walls including the Sand Falls. We saw Mantas a giant bait ball and lots of tropical fish.
Baja Dive can meet you at the cruise Ship dock. and drop you close. Baja Dive
