With the increased traffic through the Bay Islands of more divers and more cruise ship passengers it seems that the medical care may not have increased proportionally....
For those going to Roatan, here is a list (from RoatanIsland.net) of medical facilities and their phone numbers. If you are bringing a worldband phone, you may want to program these into your phone prior to going. If not, a waterproof card to throw into your bag may be in order.

In response to that, the Roatan Marine Park is soliciting help to try and raise funds and support to purchase an automatic external defibrillator (AED). Their goal is to purchase a total of three units, one of which will be at the office with the other two available on their patrol boats. If you wish to get involved, check out the thread here.
