A recomendation I got from my dive instructor in Turks, was you will need to clean your mask several times to be sure to get all of the manufacturing film off it. I was having trouble with mine fogging even using good anti-fog gel. I cleaned it twice more, and wasn't as gentle as I was the first time. No fog, ever anymore, even if I forget to defog it every now and then.
 
At a minimum, you should clean your mask when new with a mild liquid soap to remove manufacturing oils. Depending on the manufacturer, you might also need to clean the lenses with plain white toothpaste, which is a very mild abrasive, to remove manufacturing films.

Once your mask is clean, you can just spit in it and rub it around with a finger right before putting it on to prevent fogging.
