Sometimes it is cheaper to buy a bunch of pre-made bungees with metal hooks from a big-box store and cut them off than to buy it by the foot. Thanks all, sort of confirms my observations.

That's what I do. I buy the tubs of bungee and cut the ends as needed. I use them for fins and for holding poles and cables on my boat.
