March-April perfect destination for diving, free diving, spear fishing?

Hello. I'm an underwater portrait photographer, in search of finding a dive spot
and divers for....

* scuba diving with good viz
* nice beach for portrait underwater photoshoot
* spear fishers and/or free divers for the portrait photoshoot


I've been to Cozumel only for diving on one side of the island. Didin't go to the beach side. I know Spearfishing is illegal so even just for the posing shoot, I don't think it's a good idea...

I live in San Francisco. I'll be in Maui later this year so any other place I can go in March or April?

April is traditionally a very blownout month for East Florida, March is better but still alot of chop.
